I'M VERY EXCITED TO HAVE OUR PROCLAMATION FOR THIS EVENING. THIS I HAVE REACHED OUT TO THE SCHOOL DISTRICT. THEY HAVE AN AMERICAN INDIAN PARENT GROUP THAT GETS TOGETHER MONTHLY, AND WE ARE COORDINATING FOR THEM TO ACTUALLY RECEIVE THE WRITTEN PROCLAMATION. SO. BUT THEY WERE UNABLE TO BE HERE THIS EVENING. MINNESOTA IS HOME TO 11 FEDERALLY RECOGNIZED TRIBES.

SEVEN ARE ANISHINAABE, OJIBWE, AND FOUR ARE DAKOTA, EIGHT DAKOTA. CELEBRATING INDIGENOUS PEOPLE ON THIS DAY BRINGS A MOMENT FOR EDUCATION AND AWARENESS OF THE GENOCIDE THAT INDIGENOUS COMMUNITIES ENDURED DURING THE ARRIVAL OF SETTLER COLONIZATION, COLONIALISM, AND COLONIZATION. RECOGNIZING TODAY'S IMPORTANCE ALLOWS US TO ACKNOWLEDGE THE SIGNIFICANT CONTRIBUTIONS OF INDIGENOUS PEOPLE TO OUR CITY, STATE, AND NATION. INDIGENOUS NATIONS IN MINNESOTA CONTINUE TO FACE THE EFFECTS OF COLONIZATION AND CONTINUED DISCRIMINATION AGAINST THEIR WAY OF LIFE, LANGUAGE, TRADITIONS, AND HISTORY THROUGH THE LEGACY OF THE INDIAN REMOVAL ACT, INDIAN BOARDING SCHOOL POLICIES, AND OTHER POLICIES THAT INFRINGED ON INDIGENOUS RIGHTS. THE LEGACY OF STATE AND FEDERAL POLICIES IS VISIBLE AND PRESENT IN THE CRISIS OF INDIGENOUS COMMUNITIES AND RELATIVES SUFFERING AS UNHOUSED PERSONS, OR FROM THE OPIOID EPIDEMIC. INDIGENOUS COMMUNITIES ARE FIGHTING FOR JUSTICE IN THE HISTORICAL AND PRESENT CRISIS OF MISSING AND MURDERED INDIGENOUS WOMEN AND RELATIVES. THE COMMUNITY OF COLUMBIA HEIGHTS IS CALLED TO REFLECT ON AND WORK TOWARD BETTER POLICIES AND PRACTICES THAT CENTER AROUND INDIGENOUS EXPERIENCES AND HONOR INDIGENOUS SOVEREIGNTY. COLUMBIA HEIGHTS IS COMMITTED TO BEING A RACE, EQUITY AND INCLUSION LEADER AND ENCOURAGES OUR COMMUNITY TO HONOR INDIGENOUS PEOPLES DAY BY LEARNING ABOUT, SUPPORTING AND CONNECTING WITH INDIGENOUS COMMUNITIES AND ORGANIZATIONS. DOMESTIC VIOLENCE AWARENESS MONTH OCTOBER 2024. RELATIONSHIP ABUSE, DEFINED AS A PATTERN OF BEHAVIOR USED TO GAIN OR MAINTAIN POWER AND CONTROL OVER AN INTIMATE PARTNER. OCCURS THROUGHOUT MINNESOTA AND ACROSS THE NATION. SYSTEMIC RACISM AND DISPARITIES AFFECT VICTIMS AND SURVIVORS OF DOMESTIC VIOLENCE, UNDERSCORING THE IMPORTANCE OF ENSURING EVERYONE HAS THE ACCESS

TO THE HELP THEY NEED. DOMESTIC VIOLENCE PROGRAMS ACROSS THE STATE, INCLUDING LOCAL ORGANIZATIONS LIKE THE DWELLING PLACE AND ALEXANDRA HOUSE, PROVIDE CRUCIAL SUPPORT AND RESOURCES TO OVER 55,000 VICTIMS AND SURVIVORS IN MINNESOTA. THESE PROGRAMS SERVE INDIVIDUALS OF ALL MIGRANT STATUSES, BECAUSE NO ONE SHOULD HAVE TO CHOOSE BETWEEN STAYING IN AN ABUSIVE RELATIONSHIP OR FINDING SAFETY, FINDING AFFORDABLE, SAFE, AND LONG TERM HOUSING IS A FUNDAMENTAL HUMAN RIGHT. YET DOMESTIC VIOLENCE REMAINS A LEADING CAUSE OF HOMELESSNESS FOR WOMEN. VICTIMS AND SURVIVORS MUST BE BELIEVED AND SUPPORTED IN THEIR PURSUIT OF JUSTICE.

EMPOWERING OTHERS TO COME FORWARD AND TO HOLD THOSE WHO COMMIT HARM ACCOUNTABLE. WE REMEMBER THE LIVES OF OVER 700 MINNESOTANS LOST TO INTIMATE PARTNER VIOLENCE IN THE PAST THREE DECADES. COMMUNITY COLLABORATION IS VITAL TO ENSURING THE SAFETY OF VICTIMS AND SURVIVORS THROUGHOUT MINNESOTA. PREVENTING VIOLENCE BEFORE IT BEGINS AND TRANSFORMING BEHAVIOR AFTER VIOLENCE OCCURS IS CRUCIAL TO OUR SHARED GOAL OF A VIOLENCE FREE. COLUMBIA HEIGHTS AND MINNESOTA. NOW, THEREFORE, I, AMANDA MARCUS, TO PROCLAIM OCTOBER AS DOMESTIC VIOLENCE AWARENESS MONTH IN THE CITY OF COLUMBIA HEIGHTS. COUNTY OF ANOKA. STATE OF MINNESOTA, USA. HANNAH CAME TO US IN THE MIDDLE OF THE NIGHT IN THE TRUNK OF HER FRIEND'S CAR, WITH HER SIX YEAR OLD DAUGHTER, AND THE CLOTHES ON HER BACK. SHE CROSSED STATE LINES. SHE ENDED UP IN MINNESOTA WITH NOWHERE TO GO, AND THANKS TO OUR PARTNERS AT ALEXANDRA HOUSE, SHE WAS ABLE TO FIND A PLACE TO CALL HOME FOR A SHORT PERIOD OF TIME. BUT WHEN YOU COME WITH THE CLOTHES ON YOUR BACK AND NOTHING YOU CAN'T NECESSARILY IMMEDIATELY FIND HOUSING. AS WE KNOW. AND SO THAT'S WHERE SHE WAS INTRODUCED TO THE DWELLING PLACE. SHE CAME TO OUR PROGRAM TWO AND A HALF YEARS AGO. SHE WALKED IN. SHE HAD TWO BEDROOMS, A BATHROOM, A LIVING ROOM, LOCKS ON HER DOORS.

VERY IMPORTANT TO HER SECURITY CAMERAS AND A SAFE PLACE TO CALL HOME. SHE WAS WITH US FOR TWO YEARS AND FOUR MONTHS. SHE ATTENDED 15 HOURS OF CLASSES IN THE BEGINNING OF HER TIME WITH US, WHERE SHE WAS LEARNING RED FLAGS AND TRIGGERS AND DIFFERENT THINGS WITH ABUSE. SHE WAS LEARNING HEALING. SHE HAD A THERAPIST. HER KID WAS IN PLAY THERAPY, AND SHE BEGAN THIS PROCESS OF REGAINING HER LIFE AND RESTORING ALL THAT HAD BEEN TAKEN FROM HER. SHE DID NOT WANT TO CONTINUE THE CYCLES OF ABUSE FOR HER DAUGHTER. SHE WAS ABLE TO START A JOB AT MEDTRONIC WORKING NIGHTS. SHE SAVED EVERY PENNY AND I AM SO PROUD OF HER BECAUSE SHE GRADUATED OUR PROGRAM AND WAS THE FIRST IN HER FAMILY TO PURCHASE A HOME RIGHT IN A NEIGHBORING TOWN. OUR LOCATION IS CONFIDENT FOR THE SAFETY OF OUR RESIDENTS, BUT WE ARE RIGHT IN THIS ANOKA COUNTY AREA, I'LL SAY THAT. SO SHE GRADUATED AND SHE COMES BACK NOW. SHE'S A PART OF OUR ALUMNI PROGRAM AND SHE GETS TO SPEAK INTO THE WOMEN THAT ARE GOING THROUGH THE EXACT SAME THING.

THEY HAVE A SISTERHOOD. THEY HOLD EACH OTHER UP. WE'VE BEEN AROUND FOR 26 YEARS, AND WE HAVE SEEN HUNDREDS AND HUNDREDS OF WOMEN AND CHILDREN COME THROUGH OUR PROGRAM. AND HERE'S THE SAD REALITY IS THAT HANNAH IS NOT ALONE. 1 IN 3 WOMEN, 1 IN 3 WOMEN WILL BE A VICTIM OF

DOMESTIC ABUSE IN HER LIFETIME. LOOK AROUND THE ROOM, FOLKS. IT'S NOT TOO FAR AWAY FROM ALL OF US. THE DWELLING PLACE RECEIVED 365 CALLS FOR HELP IN 2023. WE HAVE 15 FAMILIES ON OUR WAITING LIST RIGHT NOW. THERE IS CONSTANTLY A WAITING LIST AND THERE IS NEVER ENOUGH HOUSING FOR THE NEED. SO AS I MENTIONED, OUR PROGRAM IS SAFE TRANSITIONAL HOUSING. SO WE OFFER UP TO TWO YEARS OF HOUSING. THERE'S EMPOWERING CASE MANAGEMENT, EMOTIONAL, SPIRITUAL AND PHYSICAL SAFETY. AND WE EQUIP WOMEN, CHILDREN AND THE COMMUNITY TO PREVENT ABUSE.

THAT'S WHY NIGHTS LIKE THIS ARE SO IMPORTANT TO US. SO THANK YOU SO MUCH FOR YOUR SUPPORT AND ALL YOU'RE DOING FOR DOMESTIC VIOLENCE. THANK YOU. AND I CAN LOOK AROUND THE ROOM AND I'M SURE EVERYONE HERE HAS BEEN TOUCHED BY THIS A FRIEND, A FAMILY MEMBER AS WELL. AND I'M VERY THANKFUL THAT OUR POLICE DEPARTMENT ACTUALLY IS HAS PURPLE BADGES ARE WEARING BECAUSE AS WE KNOW, OUR POLICE AND FIRST RESPONDERS ARE THE PEOPLE WHO ARE THE FIRST PEOPLE TO BE CALLED AND TO ARRIVE SOMETIMES WHEN IT'S AFTER FRIENDS AND FAMILY. SO I'M REALLY GLAD TO HAVE OUR POLICE, THE POLICE DEPARTMENT'S SUPPORT IN THIS WITH WEARING PURPLE, HAVING PURPLE LIGHTS ON THE OUTSIDE OF THEIR BUILDING. SO THESE ARE DIFFERENT WAYS WE CAN, AS A COMMUNITY, BRING MORE AWARENESS AND TAKE AWAY ANY SHAME THAT VICTIMS ARE ARE EXPERIENCING FROM THIS TOO. AND UNFORTUNATELY, SHARING THAT IT IS MORE COMMON THAN WE'VE THOUGHT. BUT IT SHOULD EMPOWER US TO MAKE SURE THAT IT STOPS HAPPENING. NEXT, WE HAVE OUR PROCLAMATION FOR BREAST CANCER AWARENESS AND COUNCIL MEMBER BEGINS. WILL READ THIS. THANK YOU. BREAST CANCER AWARENESS MONTH OCTOBER 2020. FOR BREAST CANCER IS THE MOST COMMON INVASIVE CANCER AMONG WOMEN ACROSS ALL RACIAL AND ETHNIC GROUPS. THROUGH RESEARCH AND ADVOCACY, SIGNIFICANT ADVANCES HAVE BEEN MADE IN THE FIGHT AGAINST BREAST CANCER, INCLUDING INCREASED RATES OF EARLY DETECTION IN MINNESOTA, WOMEN'S FIVE YEAR RELATIVE SURVIVAL RATE IS NEARLY 93%.

NATIONALLY, MORE THAN 168,000 WOMEN AND UNKNOWN NUMBER OF MEN ARE LIVING WITH METASTATIC BREAST CANCER AT THIS DEVASTATING STAGE, CANCER SPREADS BEYOND THE BREAST TO OTHER PARTS OF THE BODY, SUCH AS THE BONES, LUNGS, LIVER AND BRAIN. CURRENTLY, NO CURE EXISTS FOR METASTATIC METASTATIC BREAST CANCER. EXCUSE ME, MANY INDIVIDUALS WITH THIS STAGE OF DISEASE CONTINUE TREATMENT TO EXTEND THEIR LIVES WITH THE BEST QUALITY POSSIBLE. AMERICAN INDIAN AND BLACK WOMEN FACE THE HIGHEST MORTALITY RATES FROM BREAST CANCER, FOLLOWED BY WHITE WOMEN. BLACK WOMEN IN PARTICULAR ARE OFTEN DIAGNOSED AT LATER STAGES WHERE TREATMENTS ARE LIMITED OR COSTLY, AND THE PROGNOSIS IS POOR. MEN, DUE IN PART TO LACK OF AWARENESS, ARE GENERALLY DIAGNOSED AT LATER STAGES OF BREAST CANCER THAN WOMEN, WHICH NEGATIVELY IMPACTS PROGNOSIS AND TREATMENT. POLICYMAKERS ARE URGED TO ADDRESS THE ISSUES AFFECTING THE BREAST CANCER COMMUNITY, INCLUDING THE DISPARITIES IN CARE AND OUTCOMES FOR WOMEN IN MINNESOTA. OCTOBER IS NATIONAL BREAST CANCER AWARENESS MONTH, AN ANNUAL CAMPAIGN TO RAISE AWARENESS OF THE DISEASE AND INSPIRE CONTINUED ACTION TO BUILD ON THE PROGRESS MADE. I ENCOURAGE EVERYONE TO TAKE CHARGE OF THEIR HEALTH BY SCHEDULING REGULAR MAMMOGRAMS, PERFORMING SELF-EXAMS, AND STAYING INFORMED ABOUT EARLY DETECTION MODELS. I WAS ABLE TO MEET WITH SOME NEW CITY STAFF ON OCTOBER 4TH. THEY HAD DONUTS AND COFFEE AND FRUIT FOR NEW STAFF AND WE JUST HAVE SOME GREAT PEOPLE COMING TO WORK IN COLUMBIA HEIGHTS SO THAT WAS REALLY FUN TO DID. OUR WORK SESSION IN EDA, AND WE HAD A PUBLIC WORKS LEGISLATIVE TOUR I'M SURE OTHERS WILL SPEAK TO AS WELL, BUT I WANTED TO COMMEND OUR PUBLIC WORKS DIRECTOR, KEVIN HANSON, FOR A FANTASTIC PRESENTATION, BOTH IN VISUALS AND IN WALKING AROUND AND ACTUALLY SEEING THE PROBLEM. A LOT OF PEOPLE HAD GREAT FEEDBACK ON WHAT COULD WE POSSIBLY DO TO MAKE OUR CITY SAFER. AND THEN THE LAST TWO THINGS IS, AS A MEMBER OF HEIGHTS. NEXT, I WORKED ON THE FALL STREET CLEANUP ON CENTRAL AVENUE. WE WERE ABLE TO CLEAN UP FROM ABOUT 37TH TO 49TH. MAYOR AMADA AND HER FAMILY HELPED WITH PICKING UP THAT TRASH. I START WALKING HOME BECAUSE I HAD NO MONEY, NO CREDIT CARDS, NO NOTHING.
