HE'S WORKED FOR THE CITY OF LAKEVILLE, CITY OF BROOKLYN CENTER, CITY OF MINNEAPOLIS, AND ALSO HENNEPIN COUNTY, SO HE BRINGS A LOT OF GREAT EXPERIENCE TO THE TABLE.

WE'RE VERY EXCITED TO HAVE HIM ON BOARD.

>> WHEREAS THE FAIR HOUSING ACT ENACTED APRIL 11TH, 1968, ENSHRINED INTO FEDERAL LAW THE GOAL OF ELIMINATING RACIAL SEGREGATION AND ENDING HOUSING DISCRIMINATION IN THE UNITED STATES.

WHEREAS THE FAIR HOUSING ACT PROHIBITS DISCRIMINATION IN HOUSING BASED ON RACE, COLOR, RELIGION, SEX, FAMILIAL STATUS, NATIONAL ORIGIN, AND DISABILITY, AND COMMITS RECIPIENTS OF FEDERAL FUNDING TO AFFIRMATIVELY FURTHER FAIR HOUSING IN THEIR COMMUNITIES.

WHEREAS COLUMBIA HEIGHTS IS COMMITTED TO THE MISSION AND INTENT OF CONGRESS TO PROVIDE FAIR AND EQUAL HOUSING FOR ALL.

WHEREAS OUR SOCIAL FABRIC, THE ECONOMY, HEALTH, AND ENVIRONMENT ARE STRENGTHENED IN DIVERSE AND INCLUSIVE COMMUNITIES.

AND WHEREAS MORE THAN 50 YEARS AFTER THE PASSAGE OF THE FAIR HOUSING ACT, DISCRIMINATION PERSISTS, AND MANY COMMUNITIES REMAIN SEGREGATED.

WHEREAS ACTS OF HOUSING DISCRIMINATION AND BARRIERS TO

EQUAL HOUSING OPPORTUNITY ARE REPUGNANT TO A COMMON SENSE OF DECENCY AND FAIRNESS.

I FURTHER DECLARE THAT COLUMBIA HEIGHTS IS AN INCLUSIVE COMMUNITY COMMITTED TO FAIR HOUSING AND TO PROMOTING APPROPRIATE ACTIVITIES BY PRIVATE AND PUBLIC ENTITIES TO PROVIDE AND ADVOCATE FOR EQUAL HOUSING OPPORTUNITIES FOR ALL RESIDENTS AND PROSPECTIVE RESIDENTS OF COLUMBIA HEIGHTS.

I HAVE ASKED OUR INTERIM CITY MANAGER TO SHARE WITH THE PUBLIC SOME OF THE PROGRAMS AND THINGS WE'VE BEEN DOING HERE IN THE CITY.

THIS ISN'T JUST A PROCLAMATION, JUST JUST TO SAY A FEW WORDS ABOUT WHAT WE BELIEVE IN, BUT WE ARE REFLECTING THOSE VALUES IN OUR POLICIES AND DECISIONS HERE AT THE CITY. KEVIN, IF YOU COULD SHARE.

SINCE WE HAVE FOUR FIFTHS OF THE ENTIRE COMMUNITY DEVELOPMENT DEPARTMENT, I THINK I'LL TURN IT OVER TO AARON CHIRPEK, OUR COMMUNITY DEVELOPMENT DIRECTOR AND ASSISTANT CITY MANAGER, TO GO THROUGH SOME OF THOSE PROGRAMS.

>> THANK YOU, KEVIN. MADAM MAYOR, MEMBERS OF THE COUNCIL, SOME OF THE RECENT THINGS THAT THE CITY HAS DONE WITHIN THE REALM OF FAIR HOUSING, THEN MAYBE SOME COMMENTS ABOUT AFFORDABLE HOUSING COMMITMENT AS WELL THAT THE CITY HAS SHOWN.

IN 2022 THE CITY ACTUALLY ENACTED OUR FIRST FAIR HOUSING POLICY.

IT'S AVAILABLE ON THE WEBSITE, IT REINFORCES MANY OF THE SAME STATEMENTS THAT ARE IN THE PROCLAMATION WITH THE CITY'S COMMITMENT TO TAKING FAIR HOUSING SERIOUS AND THE POLICY PARAMETERS THAT THE CITY BELIEVES IN WITHIN THAT CONTEXT.

THE CITY CREATED A RESOURCE PAGE ONLINE FOR RESIDENTS WHERE YOU CAN FIND INFORMATION IF YOU'RE OR SOMEBODY THAT'S CONCERNED THAT YOUR RIGHTS HAVE BEEN VIOLATED, TENANTS RIGHTS IN GENERAL, OR DISABILITY RIGHTS, OR IF YOU FEEL YOU MAY HAVE BEEN DISCRIMINATED AGAINST IN YOUR SEARCH OF HOUSING, THERE ARE RESOURCES THERE.

WHAT BROUGHT THIS TO LIGHT IN 2022 WAS ACTUALLY THE CITY'S PARTNERSHIP AT THE COAL, THE RODER WALTON PROJECT, WHERE THE CITY HAD APPLIED FOR A COMPETITIVE GRANT THROUGH THE LIVABLE COMMUNITIES ACT, WHICH ACTUALLY IDENTIFIED THE NEED FOR THE CITY TO CREATE THIS POLICY TO BE ELIGIBLE FOR THE FUNDS.

THAT AFFORDABLE HOUSING PROJECT, I THINK IT'S WORTH NOTING, WAS A CITY OWNED PROPERTY.

THE CITY PROVIDED TAX INCREMENT FINANCING SO FINANCING TO THE PROJECT, WENT OUT AND SECURED GRANT FUNDING, AND IT CREATED A KICKSTART, OR A MORE ROBUST FOCUS ON FAIR HOUSING IN GENERAL.

BEYOND THAT, THE CITY HAS HAD A LONGSTANDING COMMITMENT TO SUPPORTING AFFORDABLE HOUSING THROUGH THE LEGENDS OF COLUMBIA HEIGHTS, GRAND CENTRAL FLATS, BOTH OF WHICH THE CITY PARTICIPATED IN, AND CONTRIBUTED FUNDING TO THOSE EFFORTS.

THAT'S A SNAPSHOT, WE KNOW THERE'S MORE TO DO.

THE COUNCIL HAS CHARGED STAFF WITH INCREASING EFFORTS AROUND FAIR HOUSING AND EQUITY AND WE'RE LOOKING AT WAYS THAT WE CAN DEPLOY SOME NEW RESOURCES.

THE AFFORDABLE HOUSING SALES TAX THAT WAS RECENTLY PASSED BY THE LEGISLATURE IN THE 2023 SESSION.

WE ANTICIPATE THAT THERE'LL BE EFFORTS TO DRIVE AT THIS ISSUE ONCE WE CAN GET A STREAM OF FUNDING GOING FROM THAT SALES TAX, AND WE'RE IN THE PROCESS OF ESTABLISHING A FUND THAT WE CAN THEN DEPLOY IN VARIOUS AREAS THAT WOULD DRIVE AT THESE EFFORTS. THANK YOU.

ANOTHER THING I WOULD LIKE TO BRING UP TOO IS THAT IT'S NOT NECESSARILY A FAIR HOUSING POLICY, BUT HOW MUCH WE WANT TO MAKE SURE THAT OUR PROPERTIES ARE SAFE, AND THAT WE'VE INCREASED IN THE BUDGET, HIRING MORE INSPECTORS THROUGH THE FIRE DEPARTMENT, BUT ALSO IN COMMUNITY DEVELOPMENT AS WELL, SO WE'RE JUST REALLY DOING THOSE THINGS.

THE FIRST OF THESE IS TO APPROVE THE MARCH 25TH, 2024 REGULAR CITY COUNCIL MEETING MINUTES.

THE NEXT ITEM IS APPROVED THE APRIL 1ST, 2024 CITY COUNCIL WORK SESSION MEETING MINUTES.

THE NEXT ITEM IS TO ACCEPT THE MINUTES FROM THE FIRST QUARTER OF THE 2024 LIBRARY BOARD, AND THAT'S FOR JANUARY, FEBRUARY, AND MARCH.

ITEM NUMBER 4 WAS NOT REMOVED, BUT JUST TO GIVE SOME MORE INFORMATION ON THAT, AND THAT'S AN MOU WITH TWO OF OUR UNIONS WITHIN OUR POLICE DEPARTMENT.

WHAT THIS DOES IS PROVIDES ADDITIONAL WAGE, ADDITIONAL COMPENSATION TO THESE TWO PARTICULAR UNITS REALLY IN AN EFFORT TO GET OUT IN FRONT OF WHAT WE'RE GOING TO BE SEEING IN BOTH '24 AND '25, PARTICULARLY FOCUSING ON RETENTION OF THE CURRENT POLICE STAFFING THAT WE HAVE, AND THAT WE'VE DONE AN AWFUL LOT OF WORK TO BOTH ATTRACT AND RETAIN BOTH THE PATROL OFFICERS BUT ALSO OUR SERGEANTS THAT WE HAVE ON STAFF.

THE PAYMENT OR HOW THAT'S BEING FUNDED AS COUNCILMEMBER JAMES HAD INDICATED, IS THROUGH FUNDING THAT THE POLICE HAD GOTTEN IN THE 2023 LEGISLATIVE CYCLE.

PART OF THAT FUNDING WOULD BE USED FOR FUNDING THIS IN 2024.

THE NEXT ITEM IS THE APPROVAL OF A GAMBLING APPLICATION FROM THE COLUMBIA HEIGHTS ATHLETIC BOOSTERS, AND THAT IS FOR MAY 5TH FOR BENGAL.

THE NEXT ITEM IS RESOLUTION 2429.

THAT RESOLUTION APPROVES PLANS AND SPECIFICATIONS AND THEN ORDERS ADVERTISEMENTS FOR BIDS FOR OUR 2024 ALLEY PROGRAM.

THE CITY COUNCIL HAD A IMPROVEMENT HEARING LAST THURSDAY EVENING AND ORDERED THOSE IMPROVEMENTS, AND WE'LL BE LOOKING AT FIVE ALLEYS FOR OUR 2024 PROGRAM.

THAT ALSO BEING THE FIRST OF A TWO YEAR PROGRAM TO RECONSTRUCT OUR CITY ALLEYS.

THE NEXT ITEM IS ALSO RELATED TO THAT, AND THAT'S RESOLUTION 2430.

WHAT THAT DOES IS DECLARES THE CITY'S INTENT TO BOND FOR ALLEY CONSTRUCTION FOR A 2024 PROGRAM.

THAT DOES NOT COMMIT THE CITY TO BONDING, BUT PRESERVES THE RIGHT TO BOND IF WE FEEL OR DEEM IT NECESSARY IN THE FUTURE FOR THIS PROJECT.

ITEM NUMBER 8 IS APPROVAL OF RESOLUTION 2431, AND THAT IS REQUESTING FUNDS FROM THE COUNTY HRA.

ITEM 9 IS RENTAL OCCUPANCY LICENSES FOR APPROVAL AS LISTED.

I'M VERY EXCITED FOR THOSE WHO ARE WATCHING THAT WE ARE GIVING A BOOST NOW TO KEEP OUR GOOD OFFICERS AND USING THE FUNDING FOR THAT, AND THEN WE'LL WORK IN THE FUTURE TO BE COMPETITIVE SO THAT WE CAN RETAIN THIS GREAT PROGRAM.

I JUST WANTED TO HIGHLIGHT THAT FOR FOLKS AND WE STILL HAVE OTHER FUNDING THAT WE'RE ALLOCATING, BUT THIS IS THE FIRST MOVE THAT WE'RE MAKING IS TO RETAIN AND KEEP OUR SERGEANTS AND OFFICERS.

MITCH WILL COME IN LATER ON IN THE PRESENTATION WITH A BRIEF SLIDE SHOW IDENTIFYING SOME OF THE HOUSING DEFICIENCIES THAT WE'RE LOOKING AT WHEN WE TALK ABOUT THE TIME OF SALE PROGRAM.

A LITTLE BIT OF HISTORY FIRST.

WE ALSO HAVE THE CITY'S BUILDING OFFICIAL IN ATTENDANCE THIS EVENING, IF THE COUNCIL HAS ANY SPECIFIC QUESTIONS FOR HIM.

TIME OF SALE PROGRAMS, WHAT ARE THEY? ESSENTIALLY, IT'S A PROGRAM THAT WOULD SEEK TO CREATE AN INSPECTION PROCESS FOR ALL RESIDENTIAL PROPERTIES IN THE CITY THAT ARE BETWEEN 1-3 UNITS, SO 1-3 UNITS, NOT MULTIFAMILY.

THAT WOULD HAVE THE CITY INSPECT THESE PROPERTIES DURING THE SALE PROCESS OR A CHANGE IN OWNERSHIP TRANSFER OR CONVEYANCE, ESSENTIALLY, IN MOST CASES, MINUS SOME EXEMPTIONS THAT WE'LL DISCUSS LATER.

BUT WHEN A PROPERTY IS TRANSFERRED, THAT IS RESIDENTIAL, IT WOULD HAVE AN INSPECTION COMPLETED BY THE CITY THAT'S GOING TO ENSURE BASIC HEALTH AND SAFETY ITEMS ARE CLEARED AND THAT THAT WORK IS ACCOUNTED FOR DURING THE SALE PROCESS.

THAT'S THE OVERVIEW OF WHAT WE'RE TALKING ABOUT.

WHY IN COLUMBIA HEIGHTS? IT'S TO IMPROVE OUR AGING HOUSING STOCK.

AGAIN, ENSURE THE BASIC HEALTH AND SAFETY OF OUR HOUSING AND MAINTAIN THAT AND BEGIN TO MAINTAIN IT AT A HIGHER LEVEL.

SECONDARY EXPECTED OUTCOME OF THIS PROGRAM IS THAT THE CITY WOULD BE ABLE TO IDENTIFY AND CORRECT MORE UNPERMITTED AND UNLICENSED WORK THAT TAKES PLACE IN THE CITY BY HAVING THIS ADDITIONAL TOUCH POINT WITH PROPERTIES.

RIGHT NOW, THE CITY WORKS ON A REACTIVE BASIS TO IDENTIFY PROPERTIES WHERE THERE'S UNPERMITTED AND UNLICENSED WORK GOING ON, AND IT CAN BE A LENGTHY PROCESS TO UNWIND THOSE.

THIS WOULD BE A WAY THAT WE COULD DEDICATE RESOURCES AND MAKE A COMMITMENT THAT WOULD AID THE CITY IN CURBING THAT ACTIVITY AS WELL.

FINALLY, THE THIRD PILLAR OF WHAT THIS PROGRAM SEEKS TO DO IS IT WOULD REQUIRE A SEWER INSPECTION AS PART OF THE PROJECT.

THE REASON BEING IS THAT THE CITY HAS A LONGSTANDING HISTORY OF WORKING TO COMBAT INFLOW AND INFILTRATION ISSUES.

THIS IS WHEN RAINWATER SEEPS INTO THE CITY'S SANITARY SEWER SYSTEM.

THE CITY CAN MAINTAIN AND TAKE CARE OF THEIR OWN INFRASTRUCTURE IN THAT REGARD.

BUT THE PRIVATE LINES ARE STILL A GAP THAT REMAIN.

WHAT'S IMPORTANT FOR MANY REASONS, BUT FROM A TAXPAYER PERSPECTIVE, THE CITY IS CHARGED FOR THE VOLUME OF WATER THAT GOES THROUGH ITS SANITARY SEWER SYSTEM, IT'S METERED BY THE METROPOLITAN COUNCIL, AND ANY EXCESS WATER THAT'S NOT SUPPOSED TO BE IN THERE, WE END UP PAYING FOR AND END UP GETTING FINES.

THE CITY CAN MITIGATE THOSE FINES THROUGH DIFFERENT PROGRAMS THAT WE HAVE, BUT AT THE END OF THE DAY, IN ALMOST ALL CASES, WE END UP HAVING TO PAY A SIGNIFICANT AMOUNT OF MONEY EACH YEAR.

THIS IS ONE ADDITIONAL WAY THAT WE CAN GET A HANDLE ON THAT AND UNDERSTAND SOME OF THE PROBLEM AREAS WITHIN THE PROPOSED PROGRAM THAT STAFF HAS LAID OUT IN THIS ORDINANCE.

THE FIXING OF THE SEWER LINE, WHEN THERE IS AN ISSUE WOULD NOT BE INCLUDED IN THE ESCROW OR THE REQUIRED IMPROVEMENTS.

WE WANTED TO START THE PROGRAM BY IDENTIFYING THESE ISSUES AND THEN LETTING THE TRANSACTION HOPEFULLY RECTIFY AND MAKE THAT CORRECTION OUTSIDE OF THE BASIC HEALTH AND SAFETY ISSUES THAT WILL HAVE TO BE FIXED.

PRIMARY COMPONENTS OF THE ORDINANCE, AGAIN, IT'S 1-3 UNIT RESIDENTIAL PROPERTIES WITH THE SEWER INSPECTION REQUIRED.

THERE'S A LIST OF EXEMPTIONS IN THE ORDINANCE THAT I'LL JUST GO THROUGH QUICKLY FOR CLARIFICATION.

EXCLUDED FROM THIS PROGRAM WOULD BE ANY NEWLY CONSTRUCTED DWELLING UNIT WHEN IT'S TRANSFERRED TO THE FIRST OWNER.

NEW CONSTRUCTION, THIS DOESN'T APPLY TO.

THE SALE OR CONVEYANCE OR OTHER TRANSFER OF TITLE OF ANY DWELLING TO A PUBLIC BODY.

IF THE CITY BUYS A PROPERTY, WE WOULD WAIVE THIS PROCESS.

THE SALE OR CONVEYANCE OF A DWELLING BY SHARE SALE, BANKRUPTCY, OR OTHER COURT ORDER.

BASICALLY PROTECTING AGAINST FORECLOSURES, NOT REQUIRING OTHER GOVERNMENT AGENCIES TO GO THROUGH THIS AS WELL.

THIS IS REALLY PLAYS WITH NUMBER 2, MOST OF THE PROPERTIES OF THE CITY CHOIRS ARE FOR DEMOLITION AND WE'RE WAIVING IT FOR OURSELVES.

IF SOMEONE IN THE PRIVATE SECTOR WAS ALSO SEEKING TO DEMOLISH AND WOULD COMPLETE THAT DEMOLITION WITHIN A CALENDAR YEAR OR 365 DAYS, THEY WOULD ALSO BE EXEMPT.

PROPERTIES OWNED OR SOLD BY THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND THE SALE OF, AGAIN, MULTIFAMILY PROPERTIES WITH FOUR OR MORE UNITS.

THOSE ARE ALL THE EXEMPTIONS.

THE INSPECTION WOULD RESULT ONCE THE WORK IS COMPLETED IN A CERTIFICATE OF OCCUPANCY THAT HAS ONE YEAR OF VALIDITY.

THE INSPECTION WOULD BE GOOD FOR A PERIOD OF ONE YEAR.

IF THE BUYER AND SELLER CHOSE, IT CAN GO TWO WAYS.

INSPECTION CAN BE COMPLETED, REPORT CAN BE DRAFTED, AND THE SELLER CAN COMPLETE THE IMPROVEMENTS BEFORE THE SALE TRANSACTS.

OR THE CITY IS PROPOSING TO ALLOW BUYERS AND SELLERS TO PUT THE REQUIRED.

MONEY INTO ESCROW HELD BY THE TITLE COMPANY OR ATTORNEY, NOT BY THE CITY.

THEN POST CLOSING, THE IMPROVEMENTS WOULD BE COMPLETED BY THE BUYER, AT WHICH POINT THE CITY WOULD DO A FOLLOW UP INSPECTION.

RATHER THAN APPLYING FOR PERMITS AND ACTUALLY DOING COMPLETING THE WORK, THEY JUST DECIDED, WELL, I'M GOING TO SELL THIS THING RIGHT AWAY, GET OUT FROM UNDERNEATH IT.

IT HAS BEEN SOLD TO ANOTHER BUYER, BUT WITHOUT A TIME OF SALE INSPECTION IDENTIFYING THIS IS A SAFETY ISSUE THAT SOMEBODY HAS TO DEAL WITH.

THE HOUSE HAS BEEN SITTING VACANT FOR THE LAST TWO OR THREE YEARS.

THE SALE PRICE, NOW THAT IT HAS PASSED HANDS ON MULTIPLE INVESTORS, THESE INVESTORS ARE INTO A HOME, THEY WANT TO GET THEIR SALE PRICE BACK EVEN THOUGH NOW YOU HAVE A DEGRADED HOME THAT WILL MORE THAN LIKELY NEVER SELL FOR THE AMOUNT THAT THEY HAVE PURCHASED THE HOME FOR.

THEY'VE CUT INTO THE MAIN STEEL BEAM THAT RUNS THROUGH THE BASEMENT.

IT HOLDS 50% OF THE FLOOR SYSTEM AS WELL AND IT'S BEEN COMPLETELY COMPROMISED.

THERE'S JUST A LARGE CHUNK MISSING OUT OF THIS.

EXPLANATION WAS THEY NEEDED MORE HEAD ROOM IN THE BASEMENT SO THEY COULD BE COMPLETELY REMOVED THIS.

WHERE THE TIME OF SALE INSPECTION REALLY GETS INTO PLACE WITH THIS IS THAT THIS COULD HAVE EASILY BEEN JUST COVERED UP WITH DRYWALL AND NO ONE WOULD HAVE KNOWN UNLESS THE TIME OF SALE INSPECTION UNCOVERS THAT UNPERMITTED WORK THAT'S BEEN DONE TO THE BASEMENT THAT FINISHING AND THEN STARTS TO DIG DEEPER INTO WHAT THE REAL ISSUES THAT WERE CREATED BY THAT UNPERMITTED WORK.

THEN THIS LAST ONE IS A HOMEOWNER'S ATTEMPT AT REPAIRING A SAGING ROOF.

IT APPEARS AS THOUGH THE RIDGE BEAM ALONG THE CENTER OF THE ROOF HAS BEEN REMOVED.

THIS ONE STANDS OUT FOR ITSELF.

I DON'T EVEN KNOW IF THIS WOULD WORK ON A TREE HOUSE.

IT JUST TOOK AS MUCH WOOD AS THEY COULD AND PLASTERED IT TOGETHER WITH AS MANY NAILS AS THEY COULD AND I GUESS HOPE AND PRAYED THAT IT STAYED UP.

ANY HOUSE LISTED PRIOR TO THAT MAY 22ND DATE WOULD NOT FALL UNDER THE ORDINANCE, IT WOULD ONLY BE FOR HOUSES AFTER THE ORDINANCE IS IN EFFECT.

AFTER SEEING ALL THESE PICTURES, AND I'VE SEEN MORE, IT'S JUST AMAZING WHAT PEOPLE WILL ATTEMPT TO DO THEIR HOMES.

AS CONNIE BROUGHT UP, I BROUGHT THIS ISSUE TO THE COUNCIL 10 YEARS AGO FROM A DIFFERENT PERSPECTIVE.

WE'VE DISCUSSED SO FAR IN THIS MEETING, HAS TALKED A LOT ABOUT WAYS THAT THIS CAN HELP PROTECT THE CITY, PROTECT THE CITY'S BUILDING STOCK OR HOUSING STOCK, I SHOULD SAY.

THE THING I WANTED TO ADD WAS THAT FROM A HOME BUYER'S PERSPECTIVE,

THERE'S A COUPLE OF DIFFERENT THINGS THAT HOME BUYERS MIGHT HAVE A QUESTION ABOUT.

IS WHY WOULD WE WANT A CITY TO DO AN INSPECTION VERSUS JUST HAVING A REAL ESTATE HOME INSPECTOR DO IT? THERE'S A BIG DIFFERENCE BETWEEN THE TWO.

A REAL ESTATE INSPECTOR, THEIR PURPOSE IS TO GIVE AN INSPECTION OF THE PROPERTY, JUST VISUALLY WHAT THEY CAN SEE AT THE TIME OF INSPECTION, AND REALLY, THEIR POINT IS JUST TO MAKE YOU, AS A HOME BUYER, FEEL GOOD ABOUT YOUR PURCHASE.

WHEREAS A CITY BUILDING OFFICIAL IS ACTUALLY LOOKING AFTER THE BUILDING CODES, THEY HAVE FAMILIARITY WITH THE BUILDING'S HISTORY.

THEY CAN LOOK INTO THE BUILDING PROPERTY RECORDS, AND SO ON AND SO FORTH.

THEY CAN ACTUALLY MAKE SURE THAT THE BUILDING IS SAFE.

THE OTHER PROBLEM IS THAT WHEN A NEW HOME BUYER ENDS UP TAKING ON A PROPERTY THAT HAS PROBLEMS, THOSE PROBLEMS BECOME THE NEW HOME BUYER'S PROBLEMS. YOU CANNOT PUT THAT BACK ONTO THE INDIVIDUAL WHO MAY HAVE CREATED THE PROBLEMS. YOU'VE ALREADY SEEN AN EXAMPLE WHERE A HOME BUYER ONLY DISCOVERED THE PROBLEMS WITH THE ROOF AFTER AN ATTIC INSULATION INSPECTION.

SO THOSE PROBLEMS BECOME THE PROBLEMS OF THE NEW OWNER.

A LOT OF TIMES WHEN A NEW HOME BUYER LIKE MYSELF ENDS UP BECOMING A VICTIM OF THIS TYPE OF FLIPPING AND THERE'S A LOT OF PROBLEMS WITH THE PROPERTY AS WE'VE ALREADY HEARD MITCH SAY LIKE SOMETIMES THE PROPERTY WILL JUST BE ABANDONED OR IT WILL BE UNOCCUPIED FOR A VERY LONG TIME.

IF THERE'S A PERSON LIKE MYSELF, THEY JUST TOOK OUT A NEW MORTGAGE AND THEN WITHIN WEEKS, ALL OF THESE MECHANICAL AND STRUCTURAL PROBLEMS HAPPEN IN THE PROPERTY, WHAT MOST RESIDENTS CHOOSE TO DO IS SIMPLY ABANDON THE PROPERTY AND FILE BANKRUPTCY OR LET THE BANK TAKE IT OVER AGAIN, AND THAT'S A PROBLEM FOR EVERYBODY.

THE LETTER THAT WE RECEIVED FROM THE REALTORS WAS SAYING THAT MAYBE THIS WOULD PUT IT ALL ON THE SELLERS TO MAKE THE REPAIR.

I APPRECIATE HOW THIS ORDINANCE ACTUALLY GIVES AN OPPORTUNITY FOR THE SELLERS TO SELL IT AS IS, AND THEN THE BUYERS TO DECIDE TO PUT THE MONEY IN ESCROW, SO THERE'S OPTIONS, THERE'S NEGOTIATING ROOM, AND I THINK THAT REALLY HELPS.

I ALSO APPRECIATE HOW THERE IS ONLY A ONE-YEAR TIME PERIOD.

I KNOW THERE ARE SOME CITIES THAT OFFER LONGER, BUT IF THE SALE DOESN'T HAPPEN IN THAT TIME, THINGS COULD GET WORSE AND THERE COULD BE MORE ADDITIONAL THINGS THAT NEED TO GET DONE.

I THINK THOSE TWO THINGS ARE REALLY HELPFUL.

THERE'S ALSO YOU CAN WORK ON GETTING THE INSURANCE PROGRAM THAT YOU CAN FIND THROUGH THE CITY WEBSITE SO THAT YOU CAN START PAYING A LITTLE BIT EVERY MONTH, AND THEN WHEN THERE IS A NEED, YOU HAVE FUNDS TO HELP PAY FOR YOUR SEWER LINES AND HOMEOWNERS CAN PURCHASE THAT RIGHT NOW.

I THINK THAT IT'S GOING TO BE HARD FOR SELLERS AND BUYERS AT FIRST TO GET INTO THE REALM OF IT, BUT I DO THINK IN THE NEXT 100 YEARS, THE CITY IS GOING TO LOOK BACK AND SAY THAT THEY'RE REALLY GLAD THIS HAPPENED, SO THAT'S MY COMMENTS. THANK YOU.

THE EXISTING LOT AREA FOR THE COMMERCIAL PROPERTY IS APPROXIMATELY 12,000 FEET, THE EXISTING LOT AREA FOR THE RESIDENTIAL HOUSE IS 8,600 SQUARE FEET.

THE PROPOSED CONDITIONS WILL ENLARGE THE COMMERCIAL PROPERTY BY ABOUT 3,000 SQUARE FEET AND THEN REDUCE THE RESIDENTIAL PROPERTY BY ABOUT 2,400 SQUARE FEET.

THE WIDTH OF THE COMMERCIAL PROPERTY IS INCREASING, THE WIDTH OF THE RESIDENTIAL PROPERTY IS DECREASING, BUT BOTH OF THESE ARE COMPLIANT WITH THE ZONING STANDARDS.

THE ONLY SETBACKS THAT ARE REALLY CHANGING ARE THE SIDE YARD SETBACKS FOR BOTH THE STRUCTURE AND THE PARKING.

THE SIDE YARD SETBACK FOR THE EXISTING COMMERCIAL STRUCTURE IS 1.3 FEET, AND THEN THE SIDE YARD SETBACK FOR THE RESIDENTIAL PROPERTY IS 35 FEET, JUST BASED ON WHERE THE PARKING LOT IS CONFIGURED.

THAT IS WITH THIS PROPOSED SUBDIVISION.

THE COMMERCIAL PROPERTIES SETBACK FOR THE SIDE IS 28.3 AND THEN THE SIDE YARD FOR THE RESIDENTIAL PROPERTY WOULD BE REDUCED TO EIGHT FEET, SO IT WOULD STILL BE WITHIN WHAT WAS ACCEPTABLE FOR THE ZONING STANDARDS.

AS I MENTIONED, THE SIDE YARD PARKING IS CURRENTLY NON-CONFORMING FOR BOTH PROPERTIES AND THEN THIS WILL ELIMINATE THAT NON-CONFORMITY BY GIVING THEM THE COMPLIANT FIVE-YARD SETBACK.

AFTER THE ADJUSTMENT, BOTH PROPERTIES WILL COMPLY WITH THE ZONING REQUIREMENTS, INCLUDING COMPLIANCE WITH THE PARKING LOT SETBACKS, AND THEN THE RESIDENTIAL PROPERTY WILL BE REDUCED, ESSENTIALLY, WITH THAT LOT CHANGE, SO THAT'LL BE LESS NON-CONFORMING, ESSENTIALLY.

CITY COUNCIL IS REQUIRED TO MAKE EIGHT FINDINGS OF FACTS BEFORE IT CAN APPROVE A MINOR SUBDIVISION AS FOLLOWS, THAT THE PROPOSED SUBDIVISION OF LAND WILL NOT RESULT IN MORE THAN THREE LOTS.

THE APPLICANT IS PROPOSING TO CREATE TWO CONFORMING LOTS.

THE PROPOSED SUBDIVISION OF LAND DOES NOT INVOLVE THE VACATION OF EXISTING EASEMENTS.

THE APPLICANT IS NOT PROPOSING ANY EASEMENT VACATIONS AT THIS TIME.

WE HEARD EARLIER ABOUT A LOT OF THE CHALLENGES THAT WE'RE HAVING IN HIRING AND RECRUITING POLICE OFFICERS, AND THE STATE OF MINNESOTA HAS HEARD THAT AS WELL.

THROUGH THE OFFICE OF JUSTICE PROGRAMS, THEY DID PUT OUT SOME HIRING GRANT FUNDS.

THERE'S TWO THAT WE APPLIED FOR.

I'M GOING TO START WITH THE SECOND ONE FIRST.

IT'S A LITTLE BIT EASIER TO EXPLAIN.

THAT ONE TAKES ANYBODY THAT HAS AN INTEREST IN LAW ENFORCEMENT AND WE HELP THEM GET THEIR COLLEGE EDUCATION, A TWO YEAR ASSOCIATES DEGREE IN LAW ENFORCEMENT.

THIS IS FOR SOMEBODY THAT MAYBE HAS A LITTLE BIT OR NO COLLEGE EDUCATION.

THIS IS A MATCHING GRANT.

THE MATCH THAT THE CITY PROVIDES IS WE WOULD HIRE THEM AS OUR PART TIME CSO.

THEY WOULD COME WORK WITH US 20-HOURS A WEEK, AND THEN THEY WOULD ATTEND SCHOOL FULL TIME FOR TWO YEARS AND GET THEIR LAW ENFORCEMENT DEGREE WITH THE GOAL THAT THEY WOULD BE HIRED AS A POLICE OFFICER.

IDEALLY, WITH US AT THE END OF THAT TWO YEAR PROGRAM.

THE SECOND GRANT, IT'S A MOUTHFUL.

IT'S THE INTENSIVE POLICE OFFICER EDUCATION AND TRAINING GRANT AND I'M PROBABLY GETTING THAT ACRONYM WRONG.

BUT THIS ONE IS A FULLY FUNDED GRANT THAT TAKES SOMEBODY WITH A COLLEGE DEGREE AND IN ANY DISCIPLINE, AND IT PUTS THEM THROUGH SCHOOL TO GET THE CREDENTIALS THAT THEY [NOISE] WOULD NEED TO BE A POLICE OFFICER IN THE STATE OF MINNESOTA.

WE'D BE LOOKING FOR SOMEBODY THAT HAS AN EXISTING COLLEGE DEGREE.

WE WOULD PAY THEM A FULL TIME WAGE, WHICH IS CURRENTLY OUR CSO WAGE.

IT'S ABOUT $25 AN HOUR TO GO TO SCHOOL FULL TIME, AND THAT WOULD BE THEIR JOB FROM ABOUT OCTOBER THROUGH MARCH.

AT THE END OF THAT, WE WOULD HIRE THEM ON AS A POLICE OFFICER WITH OUR DEPARTMENT.

THIS IS A GREAT WAY TO REDUCE A LOT OF THOSE BARRIERS AND NON TRADITIONAL AND DIVERSE CANDIDATES EXPERIENCE TRYING TO GET INTO POLICE WORK, AND A GREAT WAY FOR US TO CONTINUE THE RECRUITMENT EFFORTS THAT WE'VE DONE.

THE TOTAL OF THE TWO GRANTS REPRESENT JUST UNDER $100,000, AND WE ARE ALL APPROVED AND READY TO START HIRING AND RECRUITING FOR THOSE.

I ALSO BRING IT HERE SO THAT I CAN ENCOURAGE YOU IF YOU GUYS KNOW ANYBODY THAT HAS A DEGREE, MAYBE THEY'RE INTERESTED IN GETTING INTO LAW ENFORCEMENT, THEY'D LIKE TO EXPLORE THIS.

A COUPLE INTERESTING THINGS WERE THAT THE RECENT DATA SHOWING THAT THE VISITS THIS YEAR TO THE LIBRARY ARE UP, WHICH IS SUPER EXCITING TO SEE MORE PEOPLE GET INVOLVED, GETTING IN, THEY'RE READING BOOKS, USING THE COMPUTERS, AND USING THE PROGRAMS THERE.

THEN THE LIBRARY BOARD ALSO JUST APPROVED THE LIBRARY TO BE OPEN A COUPLE MORE HOURS EACH WEEK.

THEY'RE MOVING FROM 47-50 HOURS, WHICH IS REALLY EXCITING BECAUSE THERE'S BEEN A LOT OF STAFFING ISSUES THAT ARE NOW RESOLVED.

THEY'VE MADE A COUPLE OF RECENT HIRES LATELY, WHICH ARE SUPER EXCITING.

THERE'S GOING TO BE A COUPLE MORE HOURS ON SATURDAYS UP UNTIL 5:00 PM AND THEN I THINK AN ADDITIONAL HOUR ON FRIDAYS THEN AS WELL, SO JUST MAKING IT MORE ACCESSIBLE FOR MORE PEOPLE TO GET IN.

THEY WERE DISCUSSING EXPORTS FROM MINNESOTA TO CHINA AND THOSE SIGNIFICANT ROLES IN OUR COMMUNITIES THAT MAKE THE TECHNOLOGY AND CHEMICALS THAT ARE OUR MAIN EXPORTS TO CHINA.

ATTENDED A BOARD MEETING FOR ART TO CHANGE THE WORLD.

WE'RE DISCUSSING OUR UPCOMING ART SHOW, WHICH IS ON TUESDAY, APRIL 16TH, HERE AT CITY HALL FROM 4:00 TO 8:00 P.M.

IT WILL BE HERE IN THE HALLWAY AT CITY HALL AND THEN ALSO WILL BE IN THE COMMUNITY CENTRAL PLACE ROOM.

WE ALSO DISCUSSED TREE PRESERVATION STANDARDS FOR NEW BUILDING DEVELOPMENTS AND OUR PUBLIC SAFETY FUNDING, AND ALSO CHICKEN RAISING POLICIES.
