WHEREAS IMMACULATE CONCEPTION CATHOLIC CHURCH, A CHERISHED CATHOLIC INSTITUTION LOCATED IN COLUMBIA HEIGHTS, MINNESOTA, IS JOYFULLY CELEBRATING ITS REMARKABLE 100TH ANNIVERSARY, AND WHEREAS SINCE ITS ESTABLISHMENT ON DECEMBER 8TH, 1923, IMMACULATE CONCEPTION CATHOLIC CHURCH HAS SERVED AS A BEACON OF FAITH, A SANCTUARY OF WORSHIP, AND A SOURCE OF SPIRITUAL NOURISHMENT FOR THE CATHOLIC COMMUNITY IN COLUMBIA HEIGHTS AND BEYOND, AND WHEREAS IMMACULATE CONCEPTION CATHOLIC CHURCH HAS BEEN A STEADFAST ADVOCATE FOR THE TEACHINGS AND VALUES OF THE CATHOLIC FAITH, FOSTERING A DEEP SENSE OF DEVOTION, LOVE, AND COMPASSION AMONG ITS CONGREGATION, AND WHEREAS IMMACULATE CONCEPTION CATHOLIC CHURCH HAS EMBRACED ITS RESPONSIBILITY TO SERVE THE BROADER COMMUNITY, ENGAGING IN CHARITABLE WORKS, OUTREACH PROGRAMS, AND INITIATIVES THAT PROMOTE SOCIAL JUSTICE, PEACE, AND HARMONY, AND WHEREAS, THE 100TH ANNIVERSARY OF IMMACULATE CONCEPTION CATHOLIC CHURCH IS A MOMENTOUS OCCASION, SYMBOLIZING A CENTURY OF UNWAVERING DEDICATION, FAITHFUL SERVICE AND THE PROFOUND IMPACT IT HAS HAD ON THE LIVES OF INDIVIDUALS, FAMILIES AND THE COMMUNITY AS A WHOLE.

HELLO. HI, MADAM MAYOR AND CITY COUNCILMEMBERS.

BEFORE I START, I JUST WANT TO SAY THANK YOU TO THE COMMUNITY MEMBERS OF COLUMBIA HIGH SCHOOL DISTRICT FOR REELECTING ME TO COMPLETE MY TERM ON OUR SCHOOL BOARD, AS WELL AS FOR HELPING US TO PASS OUR REFERENDUM AND OUR CAPITAL PROJECTS LEVY RENEWAL.

OUR STUDENTS, OUR STAFF, THEY ALL APPRECIATE ALL OF YOUR SUPPORT, AND I JUST WANTED TO SAY THANK YOU.

SO I HAVE A COUPLE OF UPDATES.

RIGHT NOW THE BIGGEST THING THAT WE'RE WORKING ON IS OUR STRATEGIC PLAN.

WE ARE TRYING TO FOCUS ON MOVING FORWARD WITH OUR EFFORTS TO PROVIDE THE MOST EQUITABLE ACADEMIC ENVIRONMENT FOR ALL OF OUR STUDENTS, AND IN ORDER TO ACHIEVE THIS, WE WILL BE IN THE NEXT FEW MONTHS COMING UP.

WE'RE IN THE PLANNING STAGES NOW, BUT WE WILL BE REASSESSING THE NEEDS OF OUR STUDENTS, STAFF, COMMUNITY MEMBERS AND THINGS LIKE THAT IN ORDER TO CREATE THE BEST STRATEGIC PLAN MOVING FORWARD.

WE'LL BE DOING THAT THROUGH VARIOUS SURVEYS AND FOCUS GROUPS AND THINGS THAT WILL HELP US TO SEE WHAT WE NEED IN ORDER TO CREATE THE BEST PLAN MOVING FORWARD.

SO STAY TUNED BECAUSE THERE WILL BE MORE ON THAT COMING UP.

I'M ALSO A MEMBER OF THE SUBCOMMITTEE ON COMMUNITY ENGAGEMENT FOR OUR SCHOOL BOARD.

THERE'S THREE OF US, AND WE OFTEN ARE TRYING TO FIND WAYS TO HELP BRIDGE THE GAPS BETWEEN THE COMMUNITY AND THE SCHOOL DISTRICT, AND SO RIGHT NOW, WE ARE REALLY WORKING ON TRYING TO REALLY IMPLEMENT OURSELVES IN A LOT OF CITY AND COMMUNITY EVENTS.

SO WE WILL ALSO TAKE SUGGESTIONS ON HOW WE COULD BETTER MAKE OURSELVES ACCESSIBLE TO EVERYONE AND BE PRESENT AT MORE EVENTS AND THINGS LIKE THAT, ALSO COMMUNICATING BETTER TO EVERYONE.

SO IF THERE ARE WAYS THAT PEOPLE WOULD LIKE FOR US TO COMMUNICATE EFFECTIVELY, THEN THAT WOULD BE GREAT SO THAT WE CAN HAVE PEOPLE COMING TO THE SCHOOL DISTRICT AND SCHOOLS FOR THINGS AS WELL AS US GOING OUT.

WE ALSO HAVE A FEW EVENTS COMING UP IN THE DISTRICT.

THIS THURSDAY, THERE WILL BE A COMMUNITY RESOURCE FAIR AT THE DISTRICT FAMILY CENTER THAT WILL BE FROM 5 TO 8 P.M.

ALL ARE WELCOME, BUT THERE WILL BE A FOCUS ON OUR LATINO FAMILIES AND FAMILIES WHO ARE ENGLISH LEARNERS SO THAT THEY CAN BETTER ADJUST TO THEIR COMMUNITY AND NAVIGATE A LITTLE BIT BETTER. THERE ARE MORE DETAILS ON THE DISTRICT WEBSITE.

WE ALSO HAVE THE HIGH SCHOOL WHO WILL BE PERFORMING CINDERELLA THIS WINTER IN THEIR MUSICAL, AND THEY'RE GOING TO BE A FEW SHOWTIMES.

SO THE RANGE GOES FROM THURSDAY, DECEMBER 7TH AND THROUGH SATURDAY.

DID I SAY SEPTEMBER OR DECEMBER? SORRY, I'M GETTING MY THINGS MESSED UP.

SO THURSDAY, DECEMBER 7TH THROUGH SATURDAY, DECEMBER 9TH.

THAT WILL BE AT 7:00, AND THEN THERE WILL BE ONE SHOW TIME ON SUNDAY, DECEMBER 10TH AT 2 P.M.

TICKETS ARE $6 FOR ADULTS AND $4 FOR STUDENTS, AND STUDENTS AND STAFF OF THE DISTRICT ARE FREE.

THERE'S ALSO GOING TO BE A BAND CONCERT FOR THE HIGH SCHOOL AT 7:00 ON DECEMBER 13TH, AS WELL AS THE MIDDLE SCHOOL WILL BE HAVING THEIR WINTER BAND CONCERT THE NEXT NIGHT ON THE 14TH.

BOTH ARE AT 7 P.M, AND IT'LL BE AT THE HIGH SCHOOL PERFORMING ARTS CENTER, AND I ALSO WANTED TO GIVE DATES FOR WHEN WINTER BREAK WAS GOING TO BE, AND THAT'S GOING TO BE FROM DECEMBER MONDAY, DECEMBER 25TH THROUGH TUESDAY, JANUARY 2ND, AND THEN SCHOOL RESUME ON THAT WEDNESDAY, AND I ALSO WANTED TO LET EVERYONE KNOW THAT ALL OF OUR MEETINGS ARE EVERYONE IS WELCOME TO OUR MEETINGS.

THEY'LL BE HELD ON AT 7 P.M.

ON THE SECOND AND FOURTH TUESDAY OF THE MONTH, AND THEN WE HAVE WORK SESSIONS ON THE THIRD TUESDAY, AND THAT WILL BE AT 5:30.

I'M GOING TO HAND THIS OVER TO OUR INTERIM CITY MANAGER.

THIS ITEM IS REALLY IN DIRECT RELATIONSHIP TO ONE OF THE ITEMS WE'VE BEEN TALKING ABOUT AT A RECENT JOINT MEETING WITH OUR PLANNING COMMISSION, BUT ALSO THROUGH THE BUDGETING PROCESS IN 2023, AND THAT IS PUBLIC ART.

SO COLUMBIA HEIGHTS HAS BEEN A SISTER CITY TO WYMIARKI, POLAND SINCE 1991.

IT'S PART OF THAT PROCESS.

WE HAVE CITY OFFICIALS AND REALLY CITY MEMBERS GOING BACK AND FORTH BETWEEN THE TWO COMMUNITIES, REALLY VISITING AND ESTABLISHING RELATIONSHIPS.

IN 2023, IT WAS REALLY THE LAST TRIP THAT OUR SISTER CITIES GROUP MADE OVER TO WYMIARKI, POLAND, AND AT THAT TIME, THE A NEW MONUMENT WAS HAD BEEN PLACED AND DEDICATED IN 2022, AND THAT WAS REALLY ONE OF THE DISCUSSION ITEMS THAT THE SISTER CITIES HAS HAD IS GETTING A, FOR LACK OF A BETTER WAY TO SAY IT, KIND OF A MIRROR OR SISTER MONUMENT OVER IN COLUMBIA HEIGHTS, AND WHAT THAT MONUMENT IS, IT REALLY IS A REPRESENTATION TO HONOR SOME OF THE SERVICEMEN THAT WERE LOST IN WORLD WAR TWO, AND WE HAVE A RELATIONSHIP WITH THAT.

IS THAT ONE OF THE COLUMBIA HEIGHTS NORTHEAST FOLKS WAS ONE OF THE AIRMEN THAT WAS KILLED IN THAT AIRPLANE CRASH.

SO IT HAS BEEN SUGGESTED THAT WE ESTABLISH A SIMILAR MONUMENT HERE IN COLUMBIA HEIGHTS IN 2024.

THIS IS A GOOD WAY FOR US TO DO THIS, BECAUSE THERE'S NO COST TO THE CITY OF COLUMBIA HEIGHTS FOR THE MONUMENT ITSELF.

THIS IS BEING PAID FOR THROUGH OTHER ORGANIZATIONS, SISTER CITIES, AND THEN ALSO THE POLISH AMERICAN CULTURAL INSTITUTE OF MINNESOTA, AND WE HAVE A REPRESENTATIVE HERE FROM THAT ORGANIZATION HERE TO TALK TO US A LITTLE BIT ABOUT IT, BUT WE HAD SUGGESTED THAT MAYBE THIS MONUMENT INITIALLY GO IN TO HUSET PARK AND AROUND THE WALKING TRAIL, BOTH FROM A VISIBILITY ACCESSIBILITY PERSPECTIVE AND PARTICULARLY RECOGNIZING THAT OUR PARK, WYMIARKI PARK, IS SLATED ONE OF THE FIRST ONES TO BE RECONSTRUCTED OR REDEVELOPED WHEN FUNDING HAS BEEN IDENTIFIED, AND WHEN THE PARK REDEVELOPMENT PROGRAM HAS BEEN ESTABLISHED. SO OUR RECOMMENDATION WOULD BE TO FIRST ESTABLISH THIS.

IF THE COUNCIL IS WILLING TO ACCEPT THE DONATION OF THE MONUMENT, ESTABLISH IT AT HUSET.

IT IS A TYPE OF MONUMENT THAT CAN BE RELOCATED.

WE DON'T NEED FOOTINGS FOR THIS.

IT'S SOMETHING THAT CAN BE MOUNTED WITHIN A CONCRETE SLAB AND CAN BE RELOCATED.

SO I THINK, MAYOR, I WOULD TURN THAT BACK TO YOU FOR FOR DISCUSSION.

SO GUESS WHAT? JUST THIS MARCH 2023, WARSAW RECEIVED ALL THE DOCUMENTS THAT ARE NOT SENSITIVE ANYMORE.

SO THEY WERE DELIVERED TO THE MUSEUM OF THE WARSAW UPRISING IN POLAND, AND IF YOU GET ON THE WEBSITE OF THE MUSEUM OF WARSAW UPRISING, YOU CAN SEE THE ROUTE OF THE FLIGHT.

YOU CAN LEARN THAT THERE WERE 110 US PLANES GOING FROM BRITISH ISLANDS, NOT VIRGIN ISLANDS, BUT BRITISH ISLANDS GOING TO WARSAW, AND ALL OF THEM MADE IT.

THEY DROPPED SUPPLIES FOR WARSAW UPRISING.

JUST ONE WAS SHOT DOWN, AND ON THIS PLANE THERE WERE EIGHT PEOPLE.

SIX OF THEM DIED.

AND ONE OF THE PEOPLE WHO DIED WAS WALTER SHIMSHOCK.

HE WAS ACTUALLY THE POLISH AMERICAN.

HE SPOKE POLISH.

MEMBERS OF SISTER CITIES KNOW WHERE HE LIVES.

HE USED TO LIVE WHERE HIS HOUSE WAS, AND WHEN MAYOR AMADA TRAVELED TO POLAND IN 2022, SHE ATTENDED THE VERY GLAMOROUS EVENT WHERE THIS PICTURE, THIS PICTURE YOU CAN SEE, WE CAN SEE MAYOR OF WYMIARKI.

ALSO, SHE HAS A PICTURE WITH THE SPEAKER OF THE HOUSE IN POLAND THAT IS NOT PICTURED HERE, BUT THERE IS A PICTURE LIKE THIS EXISTS. IT'S ON PACIM WEBSITE.

SO AMADA WAS VERY AND WHEN SHE ATTENDED THE EVENT, SHE EXPRESSED INTEREST IN STRENGTHENING RELATIONS BETWEEN COLUMBIA HEIGHTS AND YANKEE.

I TRAVELED TO WYMIARKI IN OCTOBER JUST PAST OCTOBER.

SO A MONTH A MONTH AGO AND I CONTACTED THE MAYOR OF WYMIARKI AND I RECEIVED THE PLAN.

SO YOU DON'T SEE THERE IN THIS WHITE SPACE, BUT IF PEOPLE HAVE A PACIM NEWSLETTER, YOU CAN SEE THE ORIGINAL PLANS. WHEN CONSUL POLISH COUNCIL FROM CHICAGO WAS HERE ON NOVEMBER 11TH, HE ACTUALLY ENCOURAGED US TO APPLY FOR THE FUNDS FROM THE POLISH GOVERNMENT TO BUILD THIS MONUMENT HERE, AND ALSO WE AS PACIM POLISH-AMERICAN CULTURAL INSTITUTE OF MINNESOTA.

WE ARE RAISING MONEY TO PAY FOR SOME OF THE COSTS OF OF THIS MONUMENT.

SO AGAIN, I THINK THAT'S AN IMPORTANT THING TO KEEP IN MIND AS WELL, AND PART OF THAT IS BECAUSE OF THEIR SIGNIFICANT CRITIQUING OF WHEN THEY WHEN THEY GO OUT ON CALLS, THEY HAVE A VERY SPECIFIC CRITERIA.

AND BECAUSE OF THAT, THERE ARE MANY TIMES THAT THEY WILL NOT GO OUT ON CALLS BECAUSE IT DOESN'T MEET THOSE TYPES OF CRITERIA.

THE OUTSTANDING VIOLATIONS WERE ORIGINALLY ONE OF NINE VIOLATIONS WRITTEN UP ON AUGUST 30TH OF THIS YEAR AS PART OF THE PROPERTY'S EXTERIOR LICENSE RENEWAL INSPECTION AND A COMPLAINT INSPECTION KIND OF COMBINED.

OUR INSPECTORS PERFORMED TWO ADDITIONAL INSPECTIONS, ONE ON 10/2 AND ON 10/30, AND FOUND THAT THE RESPONSIBLE PARTY HAD MADE SOME PROGRESS REPAIRING SEVEN OF THE NINE VIOLATIONS THAT WERE THERE. THE TWO REMAINING VIOLATIONS WERE REPLACEMENT REPAIR OF A WATER DAMAGED, A FLOOR OF A CABINET FOLLOWING A, AND FOLLOWING AN INVESTIGATION AND MITIGATION OF THE WATER LEAK THAT CAUSED THE DAMAGE, AND THEN REPAIR REPLACEMENT OF A LABORATORY DRAIN PLUMBING WORKS IN THE BASEMENT.

THE INSPECTIONS FAILED THESE TWO OR INSPECTORS FAILED THESE TWO VIOLATIONS BECAUSE THEY FOUND STANDING WATER IN THE CABINET ON THE FINAL RE-INSPECTION UNTREATED, INCOMPLETE REPAIR OF THE CABINET FLOORING AND THE PVC PIPING ON THE LABORATORY DRAIN DID NOT HAVE PRIMER, AND A PLUMBING PERMIT HAD NOT BEEN PULLED FOR THE REPAIR.

IF REVOKED, IT WOULD BE THE ONLY REVOCATION THE OWNER HAS HAD IN THE PAST FIVE YEARS.

SINCE THIS IS A SINGLE FAMILY RESIDENCE, A CHECK OF THE RENTAL CAP DENSITY MAP SHOWS THAT THE BLOCK IS BELOW THE DENSITY CAP, WHICH MAKES THE PROPERTY ELIGIBLE TO REQUIRE THE RENTAL LICENSE PRIOR TO THE PROPERTY BECOMING UNLAWFUL TO OCCUPY.

SO THE FIRST ONE, I AM PRESENTING THIS LICENSE TO YOU FOR CONSIDERATION OF A REVOCATION FOR FAILURE TO CORRECT VIOLATIONS ON THE PROPERTY.

THE INITIAL LICENSING INSPECTION WAS PERFORMED ON JULY 26TH OF THIS YEAR, DURING WHICH THE INSPECTORS NOTICED THE CONSTRUCTION OF AN ILLEGAL THIRD UNIT IN THE BASEMENT OF THE PROPERTY.

VIOLATION NOTICE WAS SENT TO THE OWNER ON RECORD ON AUGUST 8TH, AND AN AMENDED VIOLATION NOTICE WAS SENT CONTAINING FURTHER DETAILS OF THE ILLEGAL THIRD UNIT VIOLATION AND TWO TIMELINES FOR COMPLIANCE.

THE FIRST TIMELINE WAS A COMPLETE INTERIOR AND EXTERIOR INSPECTION OF THE ENTIRE PROPERTY THAT NEEDED TO BE SCHEDULED BY SEPTEMBER 1ST, AND THE SECOND WAS THE REMOVAL OF THE ILLEGAL THIRD UNIT BY OCTOBER 1ST.

AN INSPECTOR PERFORMED AN INTERIOR INSPECTION ALL THE UNITS ON 9/12 AND FOUND 15 VIOLATIONS.

ON 11/20 THE FINAL PRE COUNCIL INSPECTION WAS PERFORMED AND THE VIOLATIONS LISTED IN YOUR PACKET REMAINED UNCORRECTED.

SINCE THE COUNCIL DOCUMENTS WERE SUBMITTED LAST WEEK, WE'VE BEEN ABLE TO VERIFY THAT WITH THE BUILDING OFFICIAL THAT SOME OF THE VIOLATIONS LISTED HAVE BEEN CORRECTED.

ITEMS E AND G LISTED ON YOUR PAPERWORK HAVE BEEN CORRECTED.

SO THE REMAINING VIOLATIONS ARE ITEM A; SHALL HAVE ALL ELECTRICAL WIRING INSPECTED BY THE STATE ELECTRICAL INSPECTOR TO MAKE SURE THAT'S APPROVED AND INSTALLED CORRECTLY, AND THEN REMOVE ANYTHING THAT WAS UNAPPROVED.

AS THE DATE OF THE FINAL INSPECTION.

WE HAVEN'T RECEIVED ANY DOCUMENTATION SHOWING THAT THE STATE ELECTRICAL INSPECTOR HAS BEEN THERE, OR PERMITS WERE PULLED OR SATISFIED.

SHALL INSTALL A HARDWIRED SMOKE ALARM IN THE BASEMENT.

IT HAD TO BE INSTALLED WITH A BY A LOW VOLTAGE CONTRACTOR, AGAIN AT THE DATE OF THE INSPECTION THE DETECTOR WAS THERE, BUT WE DIDN'T HAVE ANY E VIDENCE OR DOCUMENTATION OF PERMITS OR WHATEVER THAT MIGHT HAVE BEEN NEEDED TO BE PULLED.

ITEM NUMBER C THE PROPERTY IS LICENSED AS A DUPLEX RENTAL PROPERTY.

THE THIRD UNIT HAD TO BE REMOVED, AND THEN THIS GOES HAND IN HAND WITH ITEM F SHALL REMOVE ALL DRYWALL AND FRAMING INSTALLED WITH ALL PERMITS IN THE BASEMENT, WHICH WOULD NEED A DEMOLITION PERMIT.

SO THE RESPONSIBLE PARTIES SHOWED ME THAT VIDEO TODAY OF THE THIRD UNIT WAS LIKELY REMOVED, BUT OUR INSPECTORS HAVE NOT ACTUALLY PHYSICALLY BEEN TO THE PROPERTY TO VERIFY THAT, AND THEN ITEM NUMBER D REMOVE REMAINING UNPERMITTED PLUMBING IN THE BASEMENT BATHROOM AREA.

WE HAVE NOT RECEIVED DOCUMENTATION FROM THE RESPONSIBLE PARTY THAT PLUMBING PERMITS WERE ACTUALLY PULLED IN AND BEEN SATISFIED.

WE ARE PRESENTING THIS SINGLE FAMILY RENTAL LICENSE TO YOU FOR CONSIDERATION OF REVOCATION FOR, AGAIN, FAILURE TO CORRECT VIOLATIONS.

THE OUTSTANDING VIOLATION, ONE OF FIVE VIOLATIONS WRITTEN UP ON THE PROPERTY.

2022 EXTERIOR RENTAL LICENSE INSPECTION ON AUGUST 10TH OF LAST YEAR.

THE VIOLATION WAS TO REPAIR/REPLACE TWO ROTTING, DETERIORATED WINDOW FRAMES CASING SILLS ON THE NORTH SIDE OF THE STRUCTURE.

THERE WERE SEVERAL INSPECTIONS PERFORMED BY STAFF, AND A SEASONAL EXTENSION WAS GRANTED UNTIL THIS SPRING.

THIS MATTER WAS SCHEDULED TO COME BEFORE THE COUNCIL IN MAY, BUT WE POSTPONED IT BECAUSE THE NOTICES HAD THE INCORRECT ADDRESS FOR CITY HALL BECAUSE OF THE MOVE, AND THE PROPERTY MANAGEMENT COMPANY HAD CONTACTED US FOR ADDITIONAL DETAILS ON THE WINDOW VIOLATIONS BUT ULTIMATELY OUR INSPECTORS FAILED THE INSPECTION BECAUSE THE WORK WAS INCOMPLETE AND PERFORMED IN AN UNWORKMANLIKE MANNER.

AS A MATTER OF FACT, THE REPAIR THAT THEY MADE, THE WOOD THAT THEY REPLACED IS ACTUALLY STARTING TO ROT AGAIN BECAUSE OF THE WAY IT WAS REPAIRED.

SO WE PERFORMED OUR FINAL PRE COUNCIL INSPECTION HERE ON THE 27TH OF OCTOBER AND FOUND THAT THE VIOLATIONS REMAINED UNCORRECTED.

THE SINGLE FAMILY RENTAL PROPERTY, SITUATED WITHIN A SINGLE FAMILY RENTAL CAP AREA THAT PERMITS TWO LICENSES, INCLUDING THIS PROPERTY, MAY REACQUIRE THE RENTAL LICENSE PROVIDED.

THE COMPLETION OF THE PROCESS OCCURS BEFORE ANY SUBSEQUENT APPLICATIONS TO THE SINGLE FAMILY RENTAL LICENSES WITHIN THE SAME BLOCK, IF THAT MAKES SENSE.

IF REVOKED, IT WOULD BE THE ONLY REVOCATION THE OWNER HAS HAD IN THE PAST FIVE YEARS, WHICH MAKES THEM ELIGIBLE TO REACQUIRE THE LICENSE PRIOR TO THE PROPERTY BECOMING UNLAWFUL TO OCCUPY, AND I CAN ENTERTAIN ANY QUESTIONS YOU MIGHT HAVE.

SO THAT'S BEEN STANDARD PRACTICE FOR COLUMBIA HEIGHTS FOR ALL OF YOUR BOND ISSUES AND SO WE DID WORK WITH THEM TO OBTAIN A RATING FOR THIS PARTICULAR ISSUE.

I'M HAPPY TO REPORT THAT THEY UPHELD THE CITY'S DOUBLE-A RATING WITH A STABLE OUTLOOK, AND IN DOING THAT, THAT REPORT IS IN THE DOCUMENTS THAT YOU HAVE FROM US HERE THIS EVENING, BUT THEY DID HIGHLIGHT THE STRONG GROWTH IN YOUR TAX BASE, YOUR STRONG FINANCIAL MANAGEMENT OF THE CITY YOUR STRONG DEBT PROFILE AS WELL, AND SO ALL OF THOSE, I THINK, ARE A REFLECTION ON YOUR FINANCIAL POLICIES AND THE GOOD WORK YOUR STAFF HAS DONE IN TERMS OF MAINTAINING YOUR FINANCIAL STANDING IN THEIR IN THEIR VIEW.

SO WITH THAT ASSIGNMENT OF THAT DOUBLE-A RATING, THAT'S HELPFUL TO OBTAIN LOWER COST DEBT.

IN THIS CASE WE DID CONDUCT THE SALE.

THESE ARE COMPETITIVE SALES.

SO THEY EFFECTIVELY GO OUT TO BID JUST LIKE A ALMOST LIKE A PIECE OF EQUIPMENT.

SO THE LOWEST BIDDER ON YOUR DEBT WILL WIN.

IN THIS CASE THERE WERE FOUR BIDDERS FOR THE 2023 BONDS.

THE LOWEST BIDDER WAS BAIRD OUT OF MILWAUKEE, WISCONSIN, AND THE RATE THAT THEY THE TRUE INTEREST COST RATE WAS 5.4915, AND THAT IS ABOUT 0.5% LOWER THAN WHAT WE HAD ANTICIPATED WHEN WE WERE BEFORE YOU.

WITH THE PRE SALE ACTION IN OCTOBER, WE WERE PROJECTING ABOUT A 5.94% RATE.

SO A LITTLE BETTER RATE THAN ANTICIPATED, BUT AGAIN A REFLECTION I THINK THE CITY'S THE CITY'S GOOD CREDIT.

THESE ARE TAXABLE RATES.

THAT'S WHY THEY SOUND HIGH. ALSO WE'RE IN A HIGHER INTEREST RATE ENVIRONMENT, BUT AGAIN GOOD RESULTS FROM THE DAY OF THE SALE.

THE SIZE OF THE ISSUE WAS REDUCED TO 6,615,000.

THAT'S JUST A FUNCTION OF MOSTLY LOWER CAPITALIZED INTEREST NEED HERE BECAUSE OF THE LOWER INTEREST RATE.

SO JUST SOMETHING TO NOTE WHEN MAKING THE MOTION, AND THEN FOR THIS ONE, THE ACTION WILL BE APPROVING A RESOLUTION PROVIDING FOR THE SALE OF THE BONDS.

SO THAT'S THE SUMMARY OF THE OF THE A BONDS.

SO IT GIVES KIND OF A COMPARATIVE LOOK AT HOW TAXES ARE BEING CHANGED FOR 2024.
