AND SO TODAY WE ARE JUST DOING THE SUICIDE PREVENTION MONTH PROCLAMATION.

OH, AND ALSO THE CONSTITUTION WEEK PROCLAMATION IS ALSO IN THE MIDDLE OF SEPTEMBER.

AND GENERALLY, OUR POLICE DEPARTMENT BRINGS THIS TO THE ATTENTION OF THE MAYOR TO HAVE A PROCLAMATION.

BUT THIS MONTH, THE DAUGHTERS OF THE AMERICAN REVOLUTION ACTUALLY SENT AN EMAIL AND OUR HEIGHTS NEXT GARDEN BLOOMING SUNSHINE HAS WORKED FOR MANY YEARS WITH THE DAUGHTERS OF THE AMERICAN REVOLUTION.

AND SO, THEY'RE GOING TO COME AND RECEIVE THE CONSTITUTION WEEK PROCLAMATION ON SEPTEMBER 11TH AS WELL.

SO NEXT IS OUR SUICIDE PREVENTION AWARENESS MONTH.

PROCLAMATION FOR THE MONTH OF SEPTEMBER 2023.

WHEREAS SEPTEMBER IS KNOWN AROUND THE UNITED STATES AS NATIONAL SUICIDE PREVENTION AWARENESS MONTH AND IS INTENDED TO HELP PROMOTE AWARENESS SURROUNDING EACH OF THE SUICIDE PREVENTION RESOURCES AVAILABLE TO US AND OUR COMMUNITY.

THE SIMPLE GOAL IS TO LEARN HOW TO HELP THOSE AROUND US AND HOW TO TALK ABOUT SUICIDE WITHOUT INCREASING THE RISK OF HARM.

AND. WHEREAS, SUICIDAL THOUGHTS CAN AFFECT ANYONE REGARDLESS OF AGE, GENDER, RACE, ORIENTATION, INCOME LEVEL, RELIGION OR BACKGROUND.

AND. WHEREAS, ACCORDING TO THE AMERICAN FOUNDATION OF SUICIDE PREVENTION, SUICIDE IS THE SECOND LEADING CAUSE OF DEATH AMONG INDIVIDUALS BETWEEN THE AGES OF TEN AND 34, WITH MORE THAN 48,000 PEOPLE DYING BY SUICIDE ANNUALLY IN THE UNITED STATES.

WHEREAS THE CITY OF COLUMBIA HEIGHTS IS NO DIFFERENT THAN ANY OTHER COMMUNITY IN THE COUNTRY BUT CHOOSES TO PUBLICLY STATE AND PLACE OUR FULL SUPPORT BEHIND LOCAL EDUCATORS, MENTAL HEALTH PROFESSIONALS, ATHLETIC COACHES, PAC LEADERS, POLICE OFFICERS AND PARENTS AS PARTNERS IN SUPPORTING OUR COMMUNITY AND SIMPLY BEING AVAILABLE TO ONE ANOTHER.

WHEREAS LOCAL ORGANIZATIONS AND NATIONAL ORGANIZATIONS LIKE THE NATIONAL ALLIANCE ON MENTAL ILLNESS, NAMI AND MENTAL HEALTH RESPONDERS ARE ON THE FRONT LINES OF A BATTLE THAT MAY THAT MANY STILL REFUSE TO DISCUSS IN PUBLIC.

AS SUICIDE AND MENTAL ILLNESS REMAIN TOO TABOO A TOPIC TO SPEAK ON.

AND WHEREAS, EVERY MEMBER OF OUR COMMUNITY SHOULD UNDERSTAND THAT THROUGHOUT LIFE'S STRUGGLES, WE ALL NEED THE OCCASIONAL REMINDER THAT WE ARE ALL SILENTLY FIGHTING OUR OWN BATTLES. AND WHEREAS, WE ENCOURAGE ALL RESIDENTS TO TAKE THE TIME TO INQUIRE AS TO THE WELLBEING OF THEIR FAMILY, FRIENDS AND NEIGHBORS OVER THE NEXT FEW DAYS, AND TO GENUINELY CONVEY THEIR APPRECIATION FOR THEIR EXISTENCE BY ANY GESTURE THEY DEEM APPROPRIATE.

A SIMPLE PHONE CALL, MESSAGE, HANDSHAKE OR HUG CAN GO A LONG WAY TOWARDS HELPING SOMEONE REALIZE THAT SUICIDE IS NOT THE ANSWER.

SO, ANY PROJECT THAT HAS FEDERAL FUNDS ATTACHED TO IT, YOU ARE REQUIRED TO PRODUCE A NEPA DOCUMENT.

AND SO, MINDAT, WHO IS WHO BASICALLY WORKS ON BEHALF OF FHWA TO PROCESS NEPA DOCUMENTS, WHAT THEY'RE PLANNING TO DO IS THEY'RE PLANNING TO DO A BULK APPROVAL FOR ALL 12 AGENCIES WHO HAVE BEEN AWARDED GRANT FUNDS THROUGH THE SAFE STREETS FOR ALL PROGRAM. SO AS FAR AS KIND OF THE WORK SESSION THAT YOU MENTIONED, WE WANTED TO COME IN FRONT OF THE COUNCIL TO GET IDEAS ON THE RFP.

SO, THE REQUEST FOR PROPOSAL WILL NEED TO DO THAT IN ORDER TO, YOU KNOW, SOLICIT PROPOSALS FROM CONSULTANTS TO HELP US OUT WITH PUTTING TOGETHER THAT SAFETY ACTION PLAN.

AND IT'S PUT THE CITY IN THE POSITION OF NEEDING TO AMEND THE CITY'S COMPREHENSIVE PLAN BECAUSE THE COMPREHENSIVE PLAN CURRENTLY DOES NOT SPECIFY ANY OTHER USE FOR THE PROPERTY OTHER THAN COMMERCIAL AND THE REDEVELOPMENT PROPOSALS THAT THE CITY IS ENTERTAINING AND CERTAINLY SUPPORTED BY STAFF WOULD EXPAND USES BEYOND COMMERCIAL.

SO IT'S A 12 ACRE SITE.

AND THIS CONTRACT PROPOSES TO USE THE SAME CONSULTING FIRM THAT JUST COMPLETED THE CITY'S MOST RECENT UPDATE TO THE 2040 COMPREHENSIVE PLAN AND ESSENTIALLY TAKE THE CITY THROUGH AN AMENDMENT PROCESS THAT INCLUDES ENGAGEMENT WITH THE VARIOUS BOARDS AND COMMISSIONS, PLANNING COMMISSION, ECONOMIC DEVELOPMENT AUTHORITY, AND THE CITY COUNCIL AND STAFF.

AND THEN ONCE THERE'S A FRAMEWORK FOR THE GUIDING OF THAT PROPERTY TO TAKE IT TO THE PUBLIC FOR AN ENGAGEMENT PERIOD AND SEEK FEEDBACK ON THE PLAN.

THERE WAS NO ADDITIONAL.

DOCUMENTS. I DID RECEIVE SOMETHING TODAY FROM MR. KHAN. THAT'S A LETTER FROM THE EXTERMINATION COMPANY SAYING THEY DID THIS DATE.

BUT THEY NEVER SUBMITTED ANY OF THAT DOCUMENTATION TO OUR OFFICE TO SHOW THAT THEY WERE CONTINUING WITH ONGOING TREATMENT.

OR I GUESS SINCE THERE'S A LOT OF CROSSOVER HERE, OBVIOUSLY WITH THE SCHOOL DISTRICT, BUT WE'RE THE ONES WITH THE FINAL SAY OVER THE POLICE DEPARTMENT JUST KIND OF LOOKING AT WHAT DOES THAT PROCESS LOOK LIKE? MADAM MAYOR, MADAM MAYOR, MEMBERS OF THE COUNCIL.

SO RIGHT NOW WHAT WE ARE DOING IS THE CONTRACT ALLOWS FOR A TEMPORARY REASSIGNMENT OF THE SCHOOL RESOURCE OFFICERS, WHICH WE ARE CURRENTLY DOING. THAT WILL BASICALLY GIVE US SOME ADDITIONAL TIME TO LOOK AT THE THE ADDITIONAL INFORMATION THAT THE LEAGUE IS GOING TO BE PUTTING OUT. IN A DISCUSSION WITH THE FORMER CITY MANAGER, CONCERN OVER CONVERSATIONS BETWEEN THE MAYOR AND THE TWO NEWLY ELECTED COUNCIL MEMBERS WOULD CREATE VIOLATIONS OF OPEN MEETING LAWS, AND THE WORKAROUND WAS TO HOLD AN ADDITIONAL MEETING THAT WOULD BE APPROPRIATELY POSTED AND AVAILABLE FOR ALL COMMUNITY TO ATTEND, BUT WOULD NOT MANDATE ATTENDANCE BY INDIVIDUAL COUNCIL MEMBERS, NOR WOULD MINUTES BE TAKEN.

THE MEETINGS WOULD BE ONCE MONTHLY AND SCHEDULED FROM 3 TO 4 P.M.

WITH AN ADDITIONAL SOFT HALF HOUR FOR ANY OVERRUN DISCUSSION.

THIS WAS SPECIFICALLY DONE TO PREVENT STAFF FROM HAVING TO REMAIN AFTER REGULAR BUSINESS HOURS.

IT IS A BIKE RACE THAT GOES ON THE GRASS.

THEY RIDE THEIR BIKES ON THE GRASS AND IT'S SORT OF LIKE AN A COURSE OF OF OBJECTS AND TERRAIN.

THEY ALSO TAKE A BUS AND THEY GO AROUND THE WHOLE CITY SO THEY CAN SEE ALL THE DIFFERENT SCHOOLS BECAUSE SOME ARE GOING TO BE ASSIGNED AT ONE SCHOOL.

BUT IT'S GOOD TO KNOW THEIR RELATIONSHIPS AND GET TO KNOW OUR OWN CITY.

SO I GAVE A BIG PLUG FOR THE RESTAURANTS AND OUR PARKS.

ALSO ATTENDED THE OPEN HOUSE HERE AT CITY HALL WHERE WE ALL CUT THE RIBBON.

BUT YOU CAN'T TAKE A PERSON THAT IS ALREADY A CITY EMPLOYEE.

THEY WANTED TO SAY THEY WERE A DIRECTOR OF SOMETHING SO THEY COULD GO ON TO A LARGER ORGANIZATION, A BIGGER CITY, A MORE PRESTIGIOUS UNIVERSITY, YOU NAME IT.

SO THAT IS ALSO SOMETHING TO CONSIDER.

AND THE LAST POINT IS THAT IF YOU HAD GOOD QUALIFIED CANDIDATES WHO WERE LOCAL.

WHO WORKED FOR THE CITY.

THEY MAY RESIGN.

YOU MAY NOT HAVE THEM AFTER THIS IS DONE.
